Cegelec provides tailored support for converting to fluorine-free firefighting systems

Companies still using PFAS-containing foam today must prepare for the switch to fluorine-free firefighting foam. Cegelec is already actively supporting several clients in this transition — from analysis and design to implementation and delivery.

New EU regulation: phase-out of all PFAS in firefighting foam

EU Regulation 2025/1988, which comes into force today, October 23, marks the next step in PFAS legislation. It mandates the phase-out of all PFAS-containing firefighting foams, including C6 concentrates. The final transition timeline depends on specific circumstances — ranging from a few years to a maximum of ten years.

On December 3, 2025, the final EU deadline for the use of C8-PFOA-containing foam concentrates will be reached. From December 4 onwards, companies still in possession of foam concentrates with excessive levels of PFOA may be held accountable. Although enforcement details are still being finalized, one thing is clear: starting the transition early helps avoid risks, fines, and operational disruptions. The ban on PFOA is only the second step in the broader issue of “PFAS in firefighting foam.”

Why take action now in the transition to fluorine-free foam?

Due to the new regulations, several foam manufacturers have already ceased production of fluorinated foams. Others only supply on request. As a result, the availability of your specific foam type may soon disappear, while safety regulations still require timely refilling after an incident or system test.

Supporting you every step of the way

Our foam transition projects are diverse — from fire monitors to advanced fixed systems in petrochemical facilities, and NFPA16 water and foam sprinkler systems in warehouses. What do they have in common? A tailored A-to-Z project approach that ensures business continuity and keeps the system downtime as short as possible.

The sooner you assess the impact of the foam transition on your organization, the better prepared you’ll be. In consultation with Cegelec, several clients have already opted for a full switch to fluorine-free foam.

Useful resources on the foam transition

Switching to fluorine-free foam requires specialist expertise, but the EU provides helpful background information. The ECHA Guidance Document (in English) explains the processes and obligations related to PFAS. Additionally, the LEC/IV previously published this Dutch-language guide: Management of Change – MOC.
